3.3 Policy

Effective policies are essential to address systemic challenges in end-of-life care:

  1. Advance Care Planning: Encouraging the use of Advance Care Plans (ACPs) and Advance Directives to ensure care aligns with individual preferences (NHS England, 2022).
  2. Funding and Resource Allocation: Addressing cost-shifting between health and social care budgets to ensure seamless care delivery (Leadbeater & Garber, 2010).
  3. Equality in Care: Ensuring that diagnosis, age, ethnicity, or locality do not act as barriers to high-quality care (End of Life Care Strategy, 2008).
  4. Public Awareness: Promoting conversations about death and dying to normalize end-of-life planning (Dying Matters, 2013).
